Update 03/12/2024:

On March 6, 2024, and March 11, 2024, the Lammersville Unified School District and San Joaquin County Committee on School District Organization approved (1) the District’s transition to by-trustee area elections, and (2) implementation of the Orange B map. Beginning in November 2024, Areas 1, 2, and 3 (as shown below) will be up for election, with Areas 4, and 5 scheduled for election during the November 2026 election. The Lammersville Unified School District’s Governing Board has re-initiated the process to transition from at-large to by-trustee area elections.

The Lammersville Unified School District’s Governing Board is elected “at-large,” meaning that each Board member is elected by voters of the entire District. Public agencies throughout California have begun the process to transition to “by-trustee area” elections to better ensure compliance with the California Voting Rights Act. In a by-trustee area election system, each Board member must reside within the designated trustee area boundary and is elected only by the voters in that trustee area. On October 24, 2023, the District Board adopted a resolution to begin the process to transition to by-trustee area elections. Thereafter, the Board commenced a series of public hearings in November 2023, to gather public input related to the potential adoption of trustee area elections.

During this hearing process, the Board received comments from community members asking the Board to conduct additional outreach efforts for public input. The District also received a demand letter from an attorney, asking the District to restart the process and conduct additional community outreach. As a result, on December 13, 2023, the Board took action to restart the hearing process, with hopes of gathering more public input for the preparation of trustee area maps. In restarting this process, the Board will discard the previously created draft maps, hold additional hearings, and begin the process of creating new maps. The District is in the process of creating a public hearing schedule, which will be published shortly on this webpage. CVRA Actions Prior to December 13, 2023 - Adoption of New Governing Board Resolution

At the October 24, 2023 Meeting of the Lammersville Unified Governing Board, Resolution No. 23-24-06 to initiate a transition from At-Large to By-Trustee area Board Elections commencing with the 2024 Board Election was adopted. The Lammersville Unified School District’s Governing Board is currently elected under an at-large election system, where trustees can reside anywhere in the District, and are elected by voters of the entire District.

In a by-trustee area election system, each Board member must reside within the designated trustee area boundary and is elected only by the voters in that trustee area.

Public agencies throughout California have begun the process to transition to adopt by-trustee area elections to better ensure compliance with the California Voting Rights Act.

The adoption of this resolution commences the public hearing process to develop potential trustee areas, with the goal of completing the process in a timely manner. The Board will hold a minimum of five public hearings as it develops and reviews potential trustee areas, before submitting a proposal to the San Joaquin County Committee on School District Organization for approval.

Previous Resolution and FAQ

On November 9, 2023, LUSD published two draft maps for the Board and public’s consideration (Scenario 1 and Scenario 2). On November 16, 2023, LUSD held a public hearing to gather input from the Board and the public on the published draft maps, and to allow the demographer to receive feedback regarding any changes or finetuning that may be necessary to the published maps. During this public hearing, helpful information was shared regarding families in the Mountain House Elementary School District (MHESD). Specifically, MHESD families have historically voted in LUSD school board elections and MHESD students matriculate to LUSD for grades 9-12, pursuant to the terms of LUSD’s initial formation. After reviewing this information and completing a review of the attendance boundaries, LUSD’s demographer confirmed that an update to the published maps was appropriate.

On November 20, 2023, LUSD published Updated Scenario 1 and Updated Scenario 2. These updates included minimal demographic changes to the previously published Scenario 1 and Scenario 2. While the updates show a large amount of additional land included in the maps, the total population change in adding this territory was an additional 318 Individuals. LUSD’s demographer will describe the updates and detail the minimal impacts of these updates at the November 27, 2023, public hearing.
